Fundamentally, I think organizations too often neglect to ask the simplest and most basic questions about the ways they communicate with their audiences:

• Whose attitudes and behaviors are we trying to change?

• Among that group, who (really) has heard what we have to say?

• How are people who have heard us different from people who haven't heard us?
